Joyce E. Kitchens, Esq.

MSPB-LAWYER-KITCHENSAttorney Joyce E. Kitchens is a founding member of Kitchens, New & Cleghorn, LLC. Ms. Kitchens graduated from the Emory University School of Law in Atlanta, Georgia. Following law school, she served as a staff attorney with the Department of Veterans Affairs, and was promoted to Assistant District Counsel. She defended the agency in cases involving claims of employment discrimination, personal injury, medical malpractice, and contract disputes.

Attorney Kitchens is listed in the Directory of Pre-Eminent Lawyers, International Who's Who of Professionals, and Who's Who of American Women.  Ms. Kitchens is the Past President of the Federal Bar Association, and is a frequent speaker for continuing legal education seminars.  In addition to her litigation practice, Ms. Kitchens was appointed guardian of the property for forty-seven wards, safeguarding their estates. She has also served as a mediator, arbitrator, and court-appointed Guardian Ad Litem.

Randy L. New, Esq.

Attorney Randy L. New is the Managing Member of Kitchens, New & Cleghorn, LLC. An Atlanta native, Mr. New received a B.A. from Emory University in 1976. After teaching High School in Atlanta for three years, he attended Emory Law School, was named Articles Editor of the Emory Law Journal, and graduated with a J.D. with Distinction in 1982. He currently serves as Adjunct Professor at Emory Law School.

Mr. New practiced law with the firm of Lamon, Elrod & Harkleroad before going in-house as an attorney with BellSouth Corporation. He rose to the position of Vice President of Public Policy of BellSouth, reporting to the Vice Chairman of the company.  Mr. New is a member of the American Bar Association, the Georgia Bar Association, the Federal Bar Association, and the Bar of the Supreme Court of the United States.

Jeffery M. Cleghorn, Esq.

Jeff_Cleghorn_LawyerAttorney Jeffery M. Cleghorn is a Named Partner with the Atlanta law firm of Kitchens, New & Cleghorn, LLC, and heads the firm's general litigation practice.  Mr. Cleghorn is a 1984 distinguished military graduate of North Georgia College in Dahlonega, where he received a B.A. in Political Science. After graduation, he received a commission in the United States Army as an Officer in the Army’s Military Intelligence Corps.

Upon obtaining the rank of Major, Mr. Cleghorn left the Army in 1996 and enrolled in law school at The George Washington University, in Washington, D.C. In 1999, he began his legal career as a Staff Attorney with the Servicemembers Legal Defense Network, in Washington, D.C., where he represented military personnel in matters relating to the Uniform Code of Military Justice and the Defense Department's administrative personnel policies. Mr. Cleghorn's advocacy on behalf of service members included Congressional lobbying and liaison to senior Pentagon decision-makers. He has appeared as a legal analyst on CNN, C-SPAN , FOX News' The O'Reilly Factor, MSNBC's “Buchanan and Press”, and CNNfn. He has authored opinion pieces for the Atlanta Journal-Constitution, the Army Times, The Marine Corps Times, The Navy Times, and the Air Force Times.

Jonathan D. Forbes, Esq.

ATTORNEY-JONATHAN-FORBESAttorney Jonathan D. Forbes is an associate attorney with Kitchens, New & Cleghorn, LLC.  Mr. Forbes received a Bachelor of Science from the University of Florida, Magna Cum Laude, in 2005 with degrees in Finance and Entrepreneurship.  He received his Juris Doctor from Emory University School of Law in 2008 where he was Managing Editor of the International Law Review.  While at Emory Law, Mr. Forbes received several prestigious awards including the Dean’s Honor Scholar Merit Award, Morton H. Aronson Franchise Law Award, and numerous Dean’s List recognitions.  Mr. Forbes further studied international and comparative law at the University of Oxford in Oxford, England.

Seth Persily LawyerMr. Persily is an of-counsel attorney with Kitchens New Cleghorn, LLC. A member of the Georgia Bar, Mr. Persily worked at the Atlanta law firm of Sutherland, Asbill & Brennan before starting his own practice, Persily & Associates, P.C, which he ran for 8 years. Mr. Persily merged his practice with Kitchens New Cleghorn, LLC in May 2008, allowing him to spend more time with his other company, Penn Multimedia.
